LIFT gives workforce-board staff, employers, and training partners a shared, governed picture of the labor market — three analytic views plus an AI Navigator grounded in the same data, so partner staff get answers instead of assembling them by hand.
Overview
KPI summary, labor-demand intensity map, and demand-vs-training-output trend — the region at a glance.
Detail
Demand/supply, skills, geography, pathway drop-off, and ranked program relevance for one occupation.
Intervention
Six-stage conversion, bottleneck analysis, segment comparison, and an intervention workspace.
The Challenge
Labor-demand, candidate, and program-outcome data sit in separate agency, employer, and training-partner systems, with no shared keys, no governance scaffolding, and no AI to accelerate routine analysis.
Our Approach
A governed Snowflake + dbt foundation sized to LIFT, signed data-use agreements per source, and a grounded, cited AI Navigator — humans in the lead at every step.

Outcomes
Results measured, pattern documented
Three sources — public workforce, employer-supplied, and education/program data — flow through a staging → intermediate → marts layering in dbt, each tagged with a classification tier. LIFT and the Navigator read only from governed marts, never raw source tables.
Signed data-use agreement per source
Four-tier classification scheme
Named steward at every partner
Governance body with audit rights
A six-stage retrieval-augmented flow — Prompt → Intake Guard → Retrieve → Generate → Verify → Present — with a continuous grounding, hallucination, bias, and equity evaluation harness. The Navigator drafts; staff accept, edit, or escalate. It never writes to a system or acts without sign-off.
Humans in the lead
Partner staff is always the decision-maker; the Navigator is an enabler, never a replacement. Zero autonomous actions.
LIFT pairs a governed data foundation with a grounded AI Navigator — sized to the pilot today, documented as a reusable pattern for tomorrow.
